Why Obama Is Wrong and Romney and Ryan Are ... - Yahoo! Finance

The House on Wednesday began debate on a variety of budget plans, including House Budget Committee Chairman Paul Ryan's, which cuts $5.3 trillion from government spending (including $810 billion from Medicaid) and cuts taxes by $2 trillion by lowering the top marginal tax rate to 25%.

Republican Presidential hopeful Mitt Romney has expressed support for the broad outlines of Rep. Ryan's plan. Romney wants to cut the top marginal tax rate to 20%, repeal the estate tax and Alternative Minimum Tax, cut government spending and reform entitlement programs.

"What both Rep. Ryan's and Gov. Romney's plans have in common is the notion of tax reform: broaden base and lower the rates, both corporate and individual," says Glenn Hubbard, Dean of Columbia Business School and
an economic adviser to Romney. "[Both] reduce growth in government spending, particularly in entitlement spending the two plans are very similar. If we don't do all that we're not going to be able to solve the fiscal crisis the country faces."

Like nearly all Republicans, Hubbard is adamantly opposed to President Obama budget, which calls for raising the top marginal tax rate to 39.6% from 35% today.

Hubbard, one of the architects of the so-called Bush Tax Cuts, says raising taxes on the wealthiest Americans is the wrong prescription, despite multiple polls showing support for it by the majority of Americans.

"What we should definitely not be doing is what the President proposed - raising marginal tax rates on higher income Americans, particularly business owners," Hubbard says. "We need to cut marginal rates for every American, it's not about the wealthiest and non-wealthy. We need to encourage work, encouraging saving, encourage entrepreneurship."

In addition, Hubbard says Obama's math just doesn't add up. The so-called Buffett Rule championed by the President, which would tax millionaires at a minimum rate of 30%, would only raise about $40 billion, a tiny drop in the nation's trillion-plus deficit.

Third Way Gets Left Behind

To listen to most politicians and pundits, the 2012 election is shaping up to be a election of stark choices between diametrically opposed viewpoints. To wit, House Speaker John Boehner called the Ryan plan "the only responsible budget in town" ahead of Wednesday's hearings.

But there's a third option which has some bipartisan support and actually reflects what polls say the majority of Americans want from Congress.

Based on the Simpson-Bowles plan, Reps. Steve LaTourette (R., Ohio) and Jim Cooper (D., Tenn.) proposed a plan to lower marginal tax rates but also eliminate or dramatically limit tax breaks, which typically benefit the wealthiest Americans most.

The LaTourette-Cooper plan would lower the deficit by $1 trillion in over 10 years via tax reform, as well as set limits on the long-term growth of federal health-care spending and seek to cut $300 billion in federal programs, such as agriculture and federal retirement benefits.

"The proposal would direct broader changes in Social Security and other entitlement programs than many Democrats have supported and larger increases in tax revenue than many Republicans have backed," according to The Wall Street Journal.

Sounds like a compromise, which is what voters say they want. The plan also has some bipartisan support -- at least 7 Republicans and 3 Democrats supported the plan, according to The WSJ -- which is another thing polls show Americans want.

"I don't agree with everything in Bowles-Simpson but it strikes me as exactly the right place to start," says Hubbard, who agrees both parties need to find common ground before the end of the year, when automatic spending cuts kick in and both the Bush tax cuts and Obama's temporary payroll tax cut are due to sunset.

"This isn't just political rhetoric: The two sides really have to come together," Hubbard says. "We don't know who the President is in 2013 or, which party controls the Congress. It's clear this President, if he's reelected, would have to change his style and actually produce a compromise tax plan and he'll have to do that next year."

Any hopes for compromise were dashed Wednesday, when the LaTourette-Cooper plan was "crushed," as Politico put it.
"You know you have a good deal when the left and right are beating the snot out of you," LaTourette said on the House floor. "The mood in the country is throw the bums out ? Americans are screaming for us to take off our red jerseys on this side, to take off the blue jerseys on that side, and put on the red white and blue jerseys of the United States of America."

Voters may be screaming for compromise -- and teamwork -- but the partisans in Washington keep turning a deaf ear.

ScienceDaily (Mar. 23, 2012) ? From a young age, dairy cows react differently from each other to stimuli from their surroundings. An animal's temperament determines how it reacts in stressful situations, but may also influence its general health. In the future, temperament could be bred as a selective trait to improve the robustness and wellbeing of dairy cows.

This is the conclusion reached by zootechnician Kees van Reenen, who will receive a PhD from the University of Groningen on 30 March 2012.

Van Reenen studied black-and-white Holstein-Friesian cows as they developed from calf to cow. He carried out behavioural tests and physiological examinations in order to determine how the animals react to external stimuli. He focused on the following, among others: fear responses, lowing (vocalization), stamping, pulse and the release of cortisol as the external characteristics of underlying traits -- including timidity, the need for social contact and movement -- that, taken together, determine the temperament.

Jerry can

In order to study the differences in the reactions, Van Reenen subjected the animals to potentially stressful situations, namely securing them with a halter for a short period, separating them from the rest of the herd, and confronting them with a person or unfamiliar object. The unfamiliar object he used was a jerry can. 'In this test, the calf or cow enters an empty room in which, after a few minutes, a coloured jerry can appears using a pulley', Van Reenen explains. The differences between the animals' responses were very clear: some of them made contact with the jerry can after just a few seconds, while others didn't dare to approach it at all during the ten-minute test.'

Anxiolytic drug

Van Reenen was also able to measure the fear response physiologically: the animals that investigated the jerry can thoroughly and for the longest time had lower levels of the stress hormone cortisol in their blood than the animals that were more cautious. In order to prove that the caution was indeed a fear response, Van Reenen administered an anxiolytic drug (Brotizolam) to the animals. Van Reenen: 'The length of contact with the jerry can increased considerably in the animals that had been given an anti-anxiety drug, and the cortisol levels fell more quickly after the test.

Lowing

Although lowing could be easily interpreted as a fear response in the first instance, this was not the case. Van Reenen: 'The frequency of the lowing did not change when the Brotizolam was administered. Apart from that, calves that lowed a great deal when separated from others in the herd had a higher milk yield when they were milked for the first time later, as heifers, than the animals that were less vocal. Therefore, lowing is not a fear response, but probably a form of social behaviour: a sign that they like to be near other cows. Animals that exhibit this behaviour could benefit from social contact with other animals in stressful situations -- when they are being milked, for example.

Robustness

Notably, the differences in temperament in individual animals proved consistent throughout the research period. Van Reenen: 'This shows that temperament is a stable underlying trait in the animal. We know from research into other species, such as coal tits and rats, that temperament can influence an animal's health and wellbeing. If that also applies to dairy cows, temperament could be bred as a selective trait to produce robust animals, in the same way as traits such as good bone structure, fertility and low susceptibility to mastitis.'

Market bounces back from 3-day losing streak

NEW YORK (Reuters) - Stocks rose in light volume on Friday, buoyed by rising energy and basic materials shares, as the S&P 500 kept showing resilience even as it posted its second negative week so far this year.

The benchmark S&P 500 slipped 0.5 percent for the week. In an indication of the rally's strength and consistency, that was the S&P's worst performance since the last week of December. In its only other down week in 2012, the index dipped 0.17 percent.

The market edged lower in early trading, but downward momentum faded despite widespread expectations for a correction after a rally that set the S&P 500 up for its best back-to-back quarters since 2009.

The S&P 500 is still near its highest since May 2008.

"There's many people thinking a correction is coming, but some technical indicators suggest more a pause than a correction at this point," said Todd Salamone, director of research at Schaeffer's Investment Research in Cincinnati.

The S&P 500 found strong support at its 14-day moving average, near 1,386, from where it bounced back to post gains for the day. Holding that level "speaks to the power of the uptrend, it proves the momentum is still in place," Salamone said.

The S&P energy sector index <.GSPE> and the S&P basic materials sector index <.GSPM>, both up almost 1 percent, led gains after both sectors weighed the most during Thursday's decline.

Analysts see sector rotation as an indication of investors' reluctance to abandon stocks and a sign of potential strength for the market.

The Dow Jones industrial average <.DJI> gained 34.59 points, or 0.27 percent, to 13,080.73 at the close. The S&P 500 Index <.INX> rose 4.33 points, or 0.31 percent, to 1,397.11. The Nasdaq Composite <.IXIC> added 4.60 points, or 0.15 percent, to 3,067.92.

For the week, the Dow fell 1.2 percent and the S&P 500 lost 0.5 percent, while the Nasdaq added 0.4 percent. It was the Nasdaq's sixth-straight week of gains, following a dip of 0.06 percent early last month.

About 5.9 billion shares traded on the New York Stock Exchange, NYSE Amex and Nasdaq, the second-lowest volume for any day this year. The daily volume average so far in 2012 is 6.84 billion.

U.S. crude oil futures prices rose 1.4 percent to settle at $106.87 a barrel on estimates that Iranian oil exports fell significantly this month.

Chevron Corp rose 1 percent to $106.36.

A catalyst for Friday's rebound in basic resources stocks came from the world's top copper producer, Chile's Codelco, which reported a surge in profits and an increase in production.

Copper prices rose 1 percent.

New U.S. single-family home sales fell 1.6 percent in February while prices jumped to their highest level in eight months, according to a government report on Friday that was the latest to paint a mixed picture of the housing market.

The PHLX housing sector index <.HGX> lost 0.6 percent after falling nearly 3 percent earlier in the session.

KB Home tumbled 8.5 percent to $10.29 after the fifth-largest U.S. homebuilder posted a wider first-quarter loss and said orders for new homes declined.

A series of blunders hit the market debut of BATS Global Markets Exchange , causing its own shares to erroneously trade for less than a penny. The company said it would withdraw its IPO.

The problems also fouled a trade in shares of Apple Inc , and caused a temporary halt in its shares. The erroneous Apple trade was later canceled.

Online games maker Zynga Inc fell 2.6 percent to $13.40 after it said shareholders will sell about 43 million shares in a secondary offering.

Job search website Monster Worldwide Inc is open to selling all or part of itself and expects to have data ready for potential buyers soon, its chief executive said in an interview. Monster's stock jumped 7.7 percent to $10.22.

Advancing issues outnumbered declining ones on the NYSE by a ratio of about 12 to 5, while on the Nasdaq, about two issues rose for every one that fell.

The US decision means that Japan and the cluster of EU countries, which jointly account for 32 percent of Iran?s oil exports according to the US Energy Information Administration, may still purchase some Iranian oil without their banks facing financial sanctions.

Japan, a close US ally, welcomed the American move to exempt the country from any type of economic retaliation and promised even further cuts.

TOULOUSE, France (AP) ? In a tense standoff, French riot police demanded the surrender Wednesday of a gunman who reportedly boasted of shooting seven victims in an al-Qaida-linked terror spree aimed at "bringing France to its knees."

Hundreds of heavily armed police cordoned off streets around an apartment building in the southwestern city of Toulouse after a pre-dawn raid to arrest the suspect, Mohamed Merah, erupted into a firefight. Three police were wounded, the suspected holed up in the apartment and negotiations with the 24-year-old Frenchman of Algerian descent dragged on for hours.

Prosecutor Francois Molins said Merah was a self-taught radical Salafi who expressed glee at killing three Jewish children, a rabbi and three French paratroopers. Merah had been to Afghanistan twice and had trained in the Pakistani militant stronghold of Waziristan, he said.

Merah was planning to kill another soldier imminently, so police had to launch the 3 a.m. raid, Molins said.

In the negotiations, Merah "expresses no regret, only that he didn't have time to have more victims. And he even bragged, he said, of bringing France to its knees," the prosecutor said.

Late Wednesday, Interior Minister Claude Gueant told France-2 TV that Merah planned to turn himself in at night "to be more discreet." Nearby street lights were turned off.

The gunman's brother and mother were detained early in the day. Molins said the brother, Abdelkader, had been implicated in a 2007 network that sent militant fighters to Iraq.

French authorities ? like others in Europe ? have long been concerned about "lone-wolf" attacks by young, Internet-savvy militants who self-radicalize online since they are harder to find and track. Molins' comments, however, marked the first time a radical Islamic motive has been ascribed to killings in France in years.

Merah told police he belonged to al-Qaida and wanted to take revenge for Palestinian children killed in the Middle East, Gueant said, adding the gunman was also angry about French military intervention abroad.

"He wants to avenge the deaths of Palestinians," Gueant told reporters. "He's (also) after the army."

The police raid was part of France's biggest manhunt since a wave of terrorist attacks in the 1990s by Algerian extremists. The chase began after France's worst-ever school shooting Monday and two previous attacks on paratroopers beginning March 11, killings that have horrified the country and frozen campaigning for the French presidential election next month.

French President Nicolas Sarkozy, who has played up nationalist themes in his bid for a second term, vowed to defend France.

"Terrorism will not be able to fracture our national community," Sarkozy declared Wednesday on national television before heading to funeral services for the two paratroopers killed and another injured Thursday in Montauban, near Toulouse.

The suspect repeatedly promised to turn himself in, then halted negotiations. Cedric Delage, regional secretary for a police union, said police were prepared to storm the building if he did not surrender.

After bouts of deadly terrorist attacks in France in the 1980s and 1990s, France beefed up its legal arsenal ? now seen as one of the most effective in Western Europe and a reference for countries including the U.S. after the Sept. 11 attacks.

Sarkozy's office said President Barack Obama called him Wednesday to express condolences to the families of the victims and praise French police for tracking down the suspect. The statement said France and the United States are "more determined than ever to fight terrorist barbarity together."

In recent years, French counterterrorism officials have focused mainly on al-Qaida in the Islamic Maghreb, the North African affiliate of Osama Bin Laden's network that has its roots in an insurgent group in Algeria, a former French colony.

Molins said Merah's first trip to Afghanistan ended with him being picked up by Afghan police "who turned him over to the American army who put him on the first plane to France."

"He had foreseen other killings, notably he foresaw another attack this morning, targeting a soldier," Molins said, adding also planned to attack two police officers. "He claims to have always acted alone."

Merah has a long record as a juvenile delinquent with 15 convictions, Molins added.

An Interior Ministry official, speaking on condition of anonymity, said Merah had been under surveillance for years for having "fundamentalist" Islamic views.

During the standoff, police evacuated the five-story building, escorting residents out using the roof and fire truck ladders. The suspect's apartment was on the ground floor of the postwar building, locals said.

French authorities said Merah threw a Colt .45 handgun used in each of the three attacks out a window in exchange for a device to talk to authorities, but had more weapons like an AK-47 assault rifle. Gueant said other weapons had been found in his car.

"The main concern is to arrest him, and to arrest him in conditions by which we can present him to judicial officials," Gueant added, explaining authorities want to "take him alive ... It is imperative for us."

Delage said a key to tracking Merah was the powerful Yamaha motorcycle he reportedly used in all three attacks ? a dark gray one that had been stolen March 6. The frame was painted white, the color witnesses saw in the school attack.

According to Delage, one of his brothers went to a motorcycle sales outfit to ask how to modify the GPS tracker, raising suspicions. The vendor then contacted police, Delage said.

The shooter has proved to be a meticulous operator. At the site of the second paratrooper killing, police found the clip for the gun used in all three attacks ? but no fingerprints or DNA on it.

Those slain at the Jewish school, all of French-Israeli nationality, were buried in Israel on Wednesday as relatives sobbed inconsolably. The bodies of Rabbi Jonathan Sandler, his sons Arieh, 5, and Gabriel, 3, and 8-year-old Myriam Monsenego had been flown there earlier in the day.

At the funeral ceremony, Myriam's eldest brother, Avishai, in his 20s, wailed and called to God to give his parents the strength "to endure the worst trial that can be endured."

Palestinian Prime Minister Salam Fayyad, meanwhile, denounced the deadly shooting attack at the Jewish school and condemned the link to Palestinian children.

"It's time for criminals to stop using the Palestinian cause to justify their terrorist actions," Fayyad said in a statement. "The children of Palestine want nothing but dignified lives for themselves and for all the children."

The Woman in the Fifth (2012)

Author Tom Ricks (Ethan Hawke) is having a rough time. He?s come to Paris to see his wife and daughter but she won?t see him. His things are stolen and he is forced to stay in the boarding house of the dodgy Sezer (Samir Guesmi) in exchange for acting as a watchman. But when he falls for the alluring Margit (Kristin Scott Thomas) his life gets even more dangerous.The trailer may have sold the film as a mystery but anyone with a passing knowledge of the thriller genre will be disappointed by how quickly they can tell where it?s going. But rather than getting too wrapped up in the logistics, The Woman in the Fifth is far more enjoyable if you let yourself become immersed in director Pawel Pawlikowski?s (My Summer of Love) view of the city. He seems far more interested in creating atmosphere than he does in his story, which, given the flimsy nature of storyline with the standard twists and tricks, is fair enough. Ricks? letters to his daughter describe the secret forest they created together as Pawlikoswski shoots close-ups of insect life, contrasting the fairy-tale fantasy with the indifferent (and apparently damp) reality. It?s refreshing, too, to see a grimier, less attractive, but no less interesting view of Paris to what we usually get from English languages films set in the city.Hawke is an obvious choice for the role of Tom, an intense, needy American writer in Paris. The character never really transcends stereotype but Hawke gives a solid performance. The film is unsurprisingly stolen from under his nose by Scott Thomas, who slinks into Tom?s life with a wicked smile and some ego-stroking words. She doesn?t appear until relatively late but the relationship between the two is one of the film?s strongest elements. Margit is muse, lover, and mother all rolled into one. Joanna Kulig is given much less to work with as Ania, the Polish girl at Tom?s boarding house who is inevitably incapable of resisting his charms.Essentially an art-house take on a B-movie premise, there?s less going on under the surface than the filmmakers might think, but it?s wonderfully atmospheric and Scott Thomas?s performance is predictably excellent. Verdict: Enjoyable but finally unsatisfying.

An international business is a business whose activities are carried out across national borders. This differs from a domestic business because a domestic business is a business whose activities are carried out within the borders of its geographical location.
The first difference involves the dissimilarity in currencies. Countries involved in business may use different currencies; it may force at least one party to switch its currency into another. In other words, one of the parties would have to follow the prevailing market currency exchange rate to make its business transactions viable.

Why international business is different

Next you may face the difference in legal systems of countries; it may compel one or more parties to adjust their practices to comply with local law. Occasionally, the consent of the legal systems may act as a barrier and be irreconcilable, creating complications for international managers.

Difference in cultures is also considered as dissimilarity in domestic and international business. The cultures of the countries may vary according to the use of trading product and it may force each party to adjust its behavior to meet the expectation of the others. For example the difference in the use of pork and wine face different attitudes in western and Muslim cultures.

Last is the difference in availability of resources by country. One country may be rich in natural resources but poor in skilled labour, while another may enjoy a productive, well-trained work force but lack natural resources. Thus, the way products are produce and the types of products that are produced vary among countries. Currently, this is the major difference noticed in the
business between developed and third world countries.
