Mystery lady 'likely N. Korea leader's wife'

A mystery woman who has accompanied North Korea's new leader Kim Jong-Un to recent public events appears to be his wife, South Korea's top official on cross-border affairs said Wednesday.

Unification Minister Yu Woo-Ik said that "in my judgement she appears to be his wife", in response to a question from a lawmaker on parliament's foreign affairs committee. He did not say why he had reached that conclusion.

Kim Jong-Un, in his late 20s, took over as leader of the reclusive state from his father Kim Jong-Il who died in December, but little is known about the young leader.

A smartly dressed woman in her 20s or early 30s has been seen with Jong-Un at public events, and speculation has swirled about her identity.

Some analysts have previously suggested she might be Jong-Un's younger sister, although North Korean official media has not said who she is.

The short-haired brunette was first shown with Jong-Un during a concert in Pyongyang on July 5, wearing a yellow polka-dot dress and chic white jacket.

She was seen walking next to the leader on July 8 when he visited the mausoleum of his grandfather Kim Il-Sung.

On July 24, photos aired by state television showed the woman standing close to the new leader during a visit to a kindergarten.

With other officials staying a few steps behind the pair, the woman was seen grinning while standing immediately behind or next to Jong-Un as he hugged and talked to children.

Hopes for ECB action help European markets

LONDON (AP) ? European stocks recovered Thursday as hopes for central bank action to ease the financial crisis tempered worries that the economic downturn is hurting corporate earnings.

Markets have been rattled over the past few days by fears that Spain, the fourth-largest economy among the 17 states that use the euro, could need a bailout along the lines of Greece, Ireland and Portugal.

Markets recovered somewhat on Thursday on reports that European Central Bank President Mario Draghi told a conference of investors in London the bank could intervene in markets to bring down the government borrowing rates.

After trading lower, Germany's DAX was up 0.1 percent at 6,410.25 while France's CAC 40 was 1 percent higher at 3,112.45. Britain's FTSE rose 0.5 percent to 5,523.28. The euro rallied to trade 0.5 percent higher at $1.2214.

Wall Street was expected to open higher, with both the Dow and the S&P 500 futures up 0.4 percent.

Borrowing rates for Spain and Italy fell following the ECB President's remarks. The yield on Italy's 10-year bond dropped to 6.35 percent. Madrid's main interest rate, however, remains unsustainably high at 7.21 percent.

Marc Ostwald, an analyst at Monument Securities, welcomed Draghi's comments that high borrowing rates could hurt the bank's efforts to control inflation. Market-watchers took that as a signal that the ECB could be more willing to intervene in markets to lower those borrowing rates ? which the bank has in recent months said is not part of its mandate.

"They hint at a possible attempt to circumvent the restrictions on outright government bond purchases," said Ostwald.

Market sentiment had also been given a boost already on Wednesday, when ECB policymaker Ewald Nowotny suggested that Europe's bailout fund could be given a banking license. That would give it the ability to borrow money from the ECB. Such a move would be of particular significant for Spain and Italy as the current bailout fund does not have enough money to rescue them both.

Draghi's comments helped offset mostly gloomy news from corporate earnings. Major companies like engineering group Siemens and carmaker Volkswagen warned that the economic slowdown in Europe would hurt profits in coming quarters. That hurt stocks in the industrial and automotive sectors.

Siemens shares were down almost 4 percent while Volkswagen fell 2.3 percent. Telecommunications maker Alcatel-Lucent suffered an 8.6 percent drop. Oil company Shell, which reported lower profits, saw its shares fall 3.1 percent.

Consumer goods maker Unilever was a bright spot, gaining 4.7 percent after reporting a strong rise in profits. But its improvement in business was due to growth outside of Europe, where sales in fact fell.

Earlier in Asia, indexes mostly rose, though gains were kept in check by more evidence of the toll that Europe's prolonged debt crisis is taking on the region. South Korea, Asia's fourth-largest economy, said economic growth slowed to a two-year low in the second quarter as weakness in Europe crimped demand from South Korea's biggest market China.

Japan's Nikkei 225 stock average climbed 0.9 percent to 8,443.10 and Hong Kong's Hang Seng added 0.1 percent to 18,892.79. South Korea's Kospi gained 0.7 percent to 1,782.47. Australia's benchmark rose 0.6 percent to 4,147.70 while the Shanghai Composite shed 0.4 percent to 2,126.

In energy trading, benchmark crude for September delivery was down 12 cents at $88.85 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 47 cents on Wednesday in New York to end at $88.97.

Olympic VIP lanes baffle, anger London drivers

LONDON (AP) ? London 2012: Traffic jams on the roads, train problems underground, and a fancy cable car frozen in the air.

Wednesday saw an uncertain test of the British capital's Olympic transport plan, as lanes reserved for Olympic VIPs came into force two days before the start of the games and the city's creaky subway system struggled with glitches.

Traffic jams blocked some of the main routes into the city as the wildly unpopular "Games Lanes" took effect. The 30 miles (48 kilometers) of lanes are to operate from 6 a.m. to midnight throughout the games, and cars or taxi cabs that stray into them face a 130-pound ($200) fine.

Thousands of London drivers have switched to public transport, only to encounter severe delays on several underground subway lines caused by power supply problems and signal failures. Severe delays were reported Wednesday on the city's Central and Hammersmith subway lines with ripple delays affecting other lines.

Even London's new river-crossing cable car ? opened last month ? hit a problem, with a technical fault stranding passengers above the River Thames for roughly half an hour.

British officials ? who have been advising Londoners for weeks to plan ahead, allow extra time for travel or just stay home ? advised a stiff upper lip.

"There will be a lot of disruption and London is a congested city anyway," Transport Secretary Justine Greening told BBC television.

As a host city, London is as cosmopolitan as they come, but transport is its weak spot: Traffic often clogs up on its narrow, historic roads, bus schedules can change at a moment's notice, and the famous Underground suffers from daily delays and infrastructure that in parts is more than a century old.

For a city of its size, London has surprisingly few highways or wide thoroughfares, which means that most roads have multiple traffic lights and pedestrian crossings. Olympics organizers have repeatedly urged people to avoid driving their cars, to walk and bike ride around, and for spectators to go to events using public transport.

"Drivers do have somewhere to go, but it's been a bit confusing," said Paul Watters, head of road policy at the British Automobile Association. "We know it's going to be tricky and difficult, and it's bound to be full of teething problems. We're almost there now so hopefully it will be better."

Critics argue that the Olympic VIP road lanes ? open only to athletes, officials, journalists, emergency services and games marketing partners ? are elitist and make life difficult for everyone else. Britain relies on traffic cameras to spot infractions, so many people won't know they've been ticketed till the bad news arrives in the mail.

To make things even more confusing, the lanes will be open to regular drivers if Olympic traffic is light, with the information displayed on electronic signs.

The International Olympic Committee had specifically demanded the lanes be created after learning lessons from previous games ? one of the worst being Atlanta in 1996, where bus drivers got lost and some athletes arrived moments before their events.

In London, some of the loudest opposition to the Olympic VIP lanes has come from the city's cabbies, who have staged two recent demonstrations that brought central London traffic to a standstill. They say being banned from Olympic lanes jeopardizes their business by creating much longer ? and costlier ? cab rides for customers.

"We're not going to be able to drop passengers where they want to go," said Lee Osborne of the United Cabbies Group, which protested with about 50 cabs at Tower Bridge on Tuesday. "Traffic in London is pretty bad as it is, and now passengers are going to suffer with the meter just ticking away."

But cabbies called off a planned protest Wednesday, saying in a statement that "we don't want to make a bad situation worse."

There was good news for London-bound travelers, however, when a union called off a pre-Olympics strike by immigration staff at London's Heathrow Airport. The 24-hour-long walkout had been planned for Thursday, the day before the games' opening ceremony ? potentially snarling incoming traffic on one of the busiest days at Europe's busiest airport.

London's Tube network is the most popular way to get across town, but it groans with age ? its first line, the Metropolitan, opened in 1863. Today, that line still runs alongside more than a dozen others in a half-modernized system that handles up to 4 million trips a day.

London's entire transit network handles an average of 12 million trips a day ? and officials are expecting up to 3 million extra journeys each day during the Olympics.

In all, the British government has injected 6.5 billion pounds ($10 billion) to upgrade the transport network for the games. Whether that is enough is still an open question.

"It can't even cope in normal times, all it takes is one problem and the whole system gets paralyzed," said Tony Shelton, an accountant who was riding the Northern line. His journey was only slightly delayed but he said: "I'll probably avoid coming into town."
