Israeli sniper posts photo of child in crosshairs

JERUSALEM - A photo posted online by an Israeli soldier showing a child in the crosshairs of a rifle scope has created a firestorm on the internet, drawing widespread criticism.

The photo was reportedly posted on Jan. 25 by Mor Ostrovski, 20, a member of an Israeli sniper unit. It shows crosshairs zeroed in on the back of the head of what appears to be a Palestinian boy in a village. The photo has since been taken down and Ostrovski's account has been deactivated.

"There are no other images to suggest that the photographer actually fired at the person in the image in this case," wrote Palestinian activist Ali Abuminah who runs the site Electronic Intifada and drew much of the attention to the photo. "The image is simply tasteless and dehumanizing. It embodies the idea that Palestinian children are targets."

Before the account was taken down, Abuminah posted other photos from Ostrovski's account that showed him in his olive green uniform holding a variety of weapons, including a sniper rifle.

Eytan Buchman, a spokesman for the Israel Defense Forces, told ABC News that Ostrovski told his commander on Saturday that he had not taken the photo himself but that he'd taken it off the internet. No disciplinary action will be taken.

"The picture in question does not coincide with IDF's values or code of ethics," the spokesman added in an e-mailed statement.

The uproar over the photo follows another posted by an Israeli infantryman on Facebook around a week ago. In it, he mocked the four Palestinian prisoners he was guarding by posing bound and blindfolded next to them. He was sentenced to 14 days detention after the brigade's commanders discovered the photo and ordered it taken down.

"Before the investigation began, it was discovered that the soldier was already judged by his commanders," Buchman said in a statement. "Since the documented offense isn't criminal and since the legal procedure conducted by the soldier's commanding officer was found appropriate, a disciplinary action was decided to be sufficient."

The IDF is active on social networking, disseminating statements on Twitter and Facebook and photos on Flickr and Instagram. But individual soldiers using social media have a history of getting the Israeli military into trouble.

In November, the head of the IDF spokesperson's social media unit landed in hot water after he posted a photo on Facebook with mud on his face, captioned "Obama style." In 2010, a reservist named Eden Abergil sparked outrage after posting pictures with blindfolded Palestinian prisoners. She told Israeli Army radio she didn't understood what she did wrong, but the IDF called the photos "shameful behavior."

PALM CITY, Fla. (AP) ? President Barack Obama played golf Sunday with Tiger Woods, the White House said.

Once the sport's dominant player before his career was sidetracked by scandal, Woods joined Obama at the Floridian, a secluded and exclusive yacht and golf club on Florida's Treasure Coast where Obama is spending the long Presidents Day weekend. The two had met before, but Sunday was the first time they played together.

The White House, which has promised to be the most open and transparent in history, has prohibited any media coverage of Obama's golf outing.

The foursome also included Jim Crane, a Houston businessman who owns the Floridian and baseball's Houston Astros, and outgoing U.S. Trade Representative Ron Kirk, a former mayor of Dallas, said White House spokesman Josh Earnest. Crane and Kirk also were part of Obama's foursome on Saturday, the White House said.

Obama, an avid golfer, also received some instruction Saturday and played a few holes with Butch Harmon, Woods' former swing coach.

Initial word that the First Duffer would play a round with the world's No. 2 player didn't come from the White House, but instead came from veteran golf journalist Tim Rosaforte, who announced it on Twitter. Rosaforte's late-morning tweet said: "The president is arriving at the Floridian range. Awaiting is Tiger Woods and club owner Jim Crane. Historic day in golf. Their first round."

White House confirmation of Woods' participation came about two hours later, following multiple appeals from traveling White House reporters.

Golf Digest reported on its website that Obama spent eight hours Saturday with Harmon, playing 27 holes and hitting balls in Harmon's studio, and then managed to coordinate Sunday's round with Woods. The report said the original plan called for Obama and Woods, a Florida resident, to play at Woods' home club ? The Medalist Golf Club, a half-hour away in Hobe Sound. But they eventually opted for the Floridian.

Woods departed after the first 18 holes, with Obama staying on to play another nine, the report said.

"Just to see the interaction between the two on the range was pretty neat," Harmon told Golf Digest. "The President said to Tiger: 'The last tournament you played was fun to watch. It's good to see you play well again.' You could tell he meant it. It just wasn't a throw it out compliment."

It seems Obama and Woods ? the first black men at the top of their respective fields ? have spent the past few years inching toward Sunday's meeting on the fairway.

They met in January 2009, during Obama's inauguration in Washington. Four months later, in April, Woods visited the White House and Obama received him in the Oval Office.

Woods' personal life imploded later in 2009 after revelations that he had engaged in multiple extramarital affairs, leading to divorce. He followed with a public apology and announced he was taking an indefinite break from golf. Shortly after Woods announced he was coming out of seclusion, Obama said in an interview with Fox News Channel that Woods will still be a "terrific" golfer despite his personal issues.

After returning to the sport, Woods went two years without winning, but his game is back on track and he currently is ranked No. 2 in the world. Woods won the last tournament he played, three weeks ago in San Diego.

The White House made clear from the start of Obama's trip that there would be no coverage of him because he would be on vacation with no plans to leave the club, which remained open to members and their guests.

It arranged for the pool of reporters who traveled with Obama to bunk at a Holiday Inn about a 20-minute drive away in Port St. Lucie. Whenever the reporters were brought to the Floridian on the off chance that Obama might leave the property, they were taken no further than a maintenance shed beyond the club gates but on the edge of the grounds.

The presence at the Floridian of a professional journalist who was tweeted about Obama's game as he was playing, while White House reporters essentially were locked out, brought a sharp response from Ed Henry, the Fox News Channel correspondent who also is president of the White House Correspondents' Association.

"A broad cross section of our members from print, radio, online and TV have today expressed extreme frustration to me about having absolutely no access to the president of the United States this entire weekend," Henry said in a statement. "There is a very simple but important principle we will continue to fight for today and in the days ahead: transparency."

In response, Earnest, the White House spokesman said: "The press access granted by the White House today is entirely consistent with the press access offered for previous presidential golf outings. It's also consistent with the press access promised to the White House Press Corps prior to arrival in Florida on Friday evening."

Previous administrations have allowed brief news media coverage at either the beginning or the end of presidential golf games. Obama's policy generally is no coverage at all, but exceptions were made for separate outings he had in 2011 with House Speaker John Boehner, R-Ohio, and former President Bill Clinton.

Golf Channel said Rosaforte is a member of the Floridian who sent his tweets from the clubhouse. Rosaforte did not have access to the course or to Obama, the network said.

Obama is in Florida while his wife and daughters are on an annual ski vacation out West. He was due to arrive back in Washington on Monday night.

Switzerland, U.S. sign pact on fighting tax evasion

WASHINGTON (Reuters) - Advancing a U.S. crackdown on tax evasion by Americans, the U.S. Treasury Department said on Thursday that Switzerland and the United States have signed a pact to make Swiss banks disclose information about U.S. account-holders.

The agreement is the latest in a series between the United States and other countries designed to carry out the Foreign Account Tax Compliance Act, or FATCA, enacted in 2010.

The Swiss deal is the first of its kind and differs in key ways from previous pacts. It requires Swiss banks to sign up directly with the U.S. Internal Revenue Service, while giving the banks a way to avoid violating Swiss financial secrecy laws.

FATCA requires foreign financial institutions to tell the U.S. Internal Revenue Service about Americans' offshore accounts worth more than $50,000. FATCA was enacted after a Swiss banking scandal showed U.S. taxpayers hid millions of dollars overseas.

The pact announced on Thursday, known as an intergovernmental agreement (IGA), needs to be ratified by the Swiss parliament. It does not need approval by the U.S. Senate. The deal has been close to completion since December.

FATCA imposes steep penalties beginning in 2014 on financial institutions that do not comply with the law. Banks and other financial institutions failing to comply could be frozen out of U.S. financial markets.

"We are pleased that Switzerland has signed a bilateral agreement with us, and we look forward to quickly concluding agreements based on this model with other jurisdictions," Acting Secretary of the Treasury Neal Wolin said in a statement.

The Swiss Bankers Association said it welcomed the FATCA deal but remains critical of the compliance and administrative burdens of the U.S. law.

'MODEL TWO' DEAL

In signing the pact, Switzerland joins Britain, Denmark, Ireland and Mexico as countries that have finished FATCA IGAs with the United States.

The Treasury has pursued two different IGA models. The Swiss deal is the first 'model two' agreement signed. It will require Swiss financial institutions to provide U.S. account holder information directly to the IRS.

The four other IGAs concluded so far are 'model one' agreements, which allow financial institutions to comply with FATCA by channeling U.S. account-holder information through their national tax authorities to the IRS.

The Swiss deal does not require Swiss banks to automatically give the IRS account-holder information if the U.S. client refuses to cooperate. But the IRS can still get that information via Swiss government authorities.

"At the end of the day, the IRS gets the information it wants, it's just going to take a little bit longer," said Laurie Hatten-Boyd, a principal with Big Four accounting firm KPMG LLP.

Luxembourg and Austria are also considering 'model two' deals, she said.

Also, the Swiss deal is not reciprocal, meaning the IRS will not provide Switzerland with information about Swiss citizens' accounts in U.S. banks.

Some IGAs have limited reciprocity. The Obama administration is considering asking Congress for the power to require U.S. banks to provide more information about foreigners' accounts to the clients' home governments.

The Swiss pact excludes Swiss social security, pension funds and some insurers from FATCA.

Japan is also working on a "model two" FATCA agreement, and Italy is in the final stages of a FATCA deal, according to the Treasury.

The Treasury is working with more than 50 countries to complete deals, but negotiations have not progressed with key U.S. trading partners Canada and China.

South Africa's National Treasury said earlier this month it had started negotiating with the Treasury for a FATCA deal and was aiming for a reciprocal pact.

Final rules for FATCA compliance were published in January. Financial firms must register by October 25, 2013, to avoid next year's penalties.

#TeamDorner Trends On Twitter; Conspiracies Surround Chris Dorner?s Possible Death

After an afternoon shootout, the former cop barricaded himself in the Big Bear cabin. The cabin was soon on fire and police did report that an unidentified body was found, but many conspiracy theorists, using #TeamDorner, believe he may still be alive.

Dorner?s death cannot be confirmed until the Los Angeles Police Department and coroner conduct a full postmortem, which could take days or weeks. While the nation waits for the LAPD to officially confirm that the charred body in the cabin was Dorner?s, the Internet has come alive with conspiracy theories about his death, some even believing that he may still be alive. Using #TeamDorner on Twitter, many have expounded their theories, however bizarre.

Buzzfeed collected a small sample of individuals using the #TeamDorner tag to get their belief out into the public. Some of them believe Dorner is alive and, as reported by IBTimes previously, many believe the manhunt was a hoax to further a larger agenda. The conspiracy theorists jump on the belief that it?s much easier, and convenient, for Dorner to die instead of putting him to trial and produce evidence of his crimes.

On Reddit, a user posted an image that said Dorner was framed, again by a higher authority for some unexplained reason. That tends to be the main weakness of these conspiracy theories. There is always a larger motive that drives media or, in this case, the police.

Gun control and gun violence is a hot topic these days, which President Barack Obama addressed at length during the State of the Union. Many would argue that another conspiracy to push the "gun control agenda" even further would do little to convince any more Americans to support it. It?s hard to understand the seemingly senseless, and a man like Dorner could have simply been driven to murder by several events in his life, such as losing his job, going wrong at the same time.

With the shootout and subsequent standoff at the cabin, the fire engulfed the cabin as lawmen surrounded the area and all roads around Big Bear were closed. Could Dorner have really escaped, even with the supposed survival skills he had? That seems almost as hard to believe as Dorner being set up to push a larger agenda, yet that?s what thousands on the Internet are saying.

On Facebook, several Chris Dorner pages and groups have appeared. One such page has more than 14,000 likes and many comments support a theory that Dorner is either alive or that the whole thing was orchestrated. In one post, the comments include ?Dorner's wallet was found last week and then again in the burned cabin. Something doesn't sound right,? while another post stresses the importance of peacefully outing police corruption.

Several other Facebook pages are less eloquent and are not only supportive of Dorner but express hatred and distrust of the police while claiming Dorner as something of a martyr. Another topic that #TeamDorner and other conspiracy theorists bring up is the discrepancies involved in the initial reporting. As often occurs with breaking news, such as the Sandy Hook massacre, some reports are believed to be factual at first, but once the event ends, police, and reporters, can finally look at the larger picture and correct anything that was mistakenly reported.

Until Dorner?s body is positively identified, and even after it is, expect plenty of conspiracy theorists to express their doubts about the LAPD and Dorner?s death on Facebook and Twitter as well as #TeamDorner to continue trending.

Scientists at the University of York have developed a new medical tool which could help surgeons carrying out complex procedures in the operating theatre.

Researchers have developed a dye which provides a quick and accurate method of checking heparin levels in the blood. Heparin is an important anti-coagulant which has a significant role in major surgery. The scientists in the Department of Chemistry at York have used inspiration from biological systems to allow the dye to bind heparin even in highly competitive human serum.

In the laboratory, they have modified existing dyes which previously could not bind with heparin successfully under these challenging conditions. The modified dye, which has excellent sensing capacity for heparin pinpoints the anti-coagulant's level in human serum and has the potential to work more quickly than existing clinical methods for doing this.

The research, which was funded by the Biotechnology and Biological Sciences Research Council, is published in the Journal of the American Chemical Society.

Because the dye can rapidly detect heparin levels, the scientists have named it 'Mallard Blue'. It is the same shade as the livery of the A4 Pacific Mallard, which holds the world speed record for a steam locomotive, and is now preserved at the National Railway Museum in York.

Professor Dave Smith, of the Department of Chemistry at York who led the research said: "Our new dye allows the quantification of heparin in serum at clinically relevant levels and is the best in class for this application in terms of its ability to bind heparin strongly under really competitive biological conditions, and may improve on the currently used systems.

"We have named the dye 'Mallard Blue', after the record-breaking steam train, 'Mallard' which is housed in the railway museum here at York. Our dye is the same colour as the locomotive, and we believe it is similarly ground-breaking in its performance."

The York researchers worked with a team led by Sabrina Pricl at the University of Trieste who used high-level computer modelling to understand precisely how Mallard Blue binds to heparin so strongly.

The next stage in this research would involve the incorporation of this new dye into a device for simple bedside read-out of heparin levels in blood.

2013 NFL Draft: Jarvis Jones cleared by doctors, according to report

Potential Detroit Lions draft pick Jarvis Jones has reportedly been given a clean bill of health by doctors.

Although he may not be the greatest fit in the world from a scheme perspective, linebacker Jarvis Jones has been considered a possible pick of the Detroit Lions because of his pass-rushing ability. The Lions need to add players who can put pressure on opposing quarterbacks, and Jones is a good fit in that regard.

On the flip side, Jones may not be a good fit at all as the No. 5 overall pick because he has spinal stenosis. The Lions aren't exactly in a position where they can gamble on a player with medical red flags, especially considering they haven't had much luck with these types of risks in the past. This is why a lot of people have shied away from the idea of Jones going No. 5 overall to the Lions. The talent may be there, but the injury concern is a big one.

For those who are hoping to see the Lions take a serious look at Jones if he's available when they go on the clock, I have good news for you. NFL.com's Gil Brandt reports that Jones has been cleared by doctors.

While this is big for Jones, it doesn't mean he's completely off the hook when it comes to questions about his health. Teams interested in Jones will likely have their own doctors take a look at him, and there's no guarantee that every team will clear him. There's also no guarantee that simply being cleared will lessen the perceived risk of potentially taking Jones for every team.

In other words, this is a positive step for Jones, but it's far from the end of the evaluation process. More questions will need to be asked, and more tests will likely need to be done before teams truly feel comfortable with putting him on their draft board.

10 College Football Teams Most Likely to Overachieve in 2013

It has been interesting to see how many people discount the Ducks now that Chip Kelly is gone to coach in the NFL. Oregon was?considered?by many to be the most likely team to take down Alabama's reign before Kelly left.?Now, they've taken a backseat to Stanford in the Pac-12 North in the minds of many, including ESPN.com's Mark Schlabach.?

As good of a coach as Kelly is, may I remind everyone that many thought that Stanford would fall off the radar once Jim Harbaugh and then Andrew Luck left for the NFL. A Rose Bowl win later, it hasn't happened.

Besides, Oregon still has some of the most explosive offensive players in Marcus Mariota and De'Anthony Thomas. And the new head coach, Mark Helfrich, knows a thing or two about this offense as he was the offensive coordinator here since 2009.

Just don't be surprised if Oregon does as well as people thought they would before Kelly left.

Bruce Willis: I was on wagon, but drink wine now

Mario Testino / GQ

By Gael Fashingbauer Cooper, TODAY

After years of sobriety, Bruce Willis is allowing himself alcohol again, but in limited quantities, the "Die Hard" star told GQ magazine in a new cover story.

"I had been sober," he said. "But once I realized that I wasn't gonna run myself off the pier of life with alcohol, drinking vodka out of the bottle every day ... I have wine now, mostly when I eat."

Willis also discussed the 1994 classic "Pulp Fiction," and the disturbing scene he shared with Ving Rhames. "Those were a couple of dark days of shooting," Willis said of acting with a ball gag in his mouth. "Grim."

Willis won an Emmy for "Moonlighting" in his TV days, but he's not upset if he never adds an Oscar to that shelf.

"You don't get an Oscar for comedy, and you don't get it for shooting people," he said. "You get it for novelty, for being fascinating to watch in some character role. But the 'Die Hard'?stuff and 'Dirty Harry'?are all fraught with the same thing that every story is fraught with."

His next film, "A Good Day to Die Hard," opens Feb. 14. Willis has said he thinks he will do one more movie in the series.

Are you a fan of Bruce Willis? Will you see "A Good Day to Die Hard"? Tell us on Facebook.

SKorea believes NKorea conducted third atomic test

SEOUL, South Korea (AP) ? North Korea is believed to have conducted a widely anticipated nuclear test Tuesday, following an earthquake that monitoring agencies around the globe said appeared to be unnatural.

The South Korean Defense Ministry, which raised its military alert level after the quake, said it was trying to determine whether it was a test. Nuclear blasts can create tremors but they are distinct from those caused by natural earthquakes.

A world nuclear test monitoring organization detected what it called an "unusual seismic event" in North Korea.

"The event shows clear explosion-like characteristics and its location is roughly congruent with the 2006 and 2009 DPRK nuclear tests," said Tibor T?th, the executive secretary of the Comprehensive Nuclear Test Ban Treaty Organization. The DPRK refers to North Korea's formal name, the Democratic People's Republic of Korea.

"If confirmed as a nuclear test, this act would constitute a clear threat to international peace and security, and challenges efforts made to strengthen global nuclear disarmament and non-proliferation, in particular by ending nuclear testing," T?th said.

Kim Min-seok, a South Korean Defense Ministry spokesman, told reporters that North Korea informed China and the United States of its plans to conduct a nuclear test. It was not clear when Pyongyang told Beijing and Washington.

The U.S. Geological Survey as well as earthquake monitoring stations in South Korea detected an earthquake just north of a site where North Korea conducted its second nuclear test in 2009, according to the government-funded Korea Institute of Geoscience and Mineral Resources.

"There is a high possibility that North Korea has conducted a nuclear test," said Chi Heoncheol, an earthquake specialist at the institute. Chi said a magnitude 3.9 magnitude earthquake and a magnitude 4.5 earthquake were detected in the North's 2006 and 2009 nuclear tests.

South Korean, U.S. and Japanese seismic monitoring agencies put the magnitude of Tuesday's quake at 4.7, 4.9 and 5.2 respectively.

"We think it is possible it came about as a result of a nuclear test by North Korea from looking at past cases," Japanese government spokesman Yoshihide Suga said at a news conference Tuesday, noting that they were still gathering information.

"A natural earthquake normally starts with a smaller tremor followed by a larger one. This quake's strength was the same throughout," according to Yosuke Igarashi, an official at the Japan Meteorological Agency. He declined to elaborate on the length of the quake or other details, saying the agency was studying the data.

The United States and its allies have been on edge since North Korea said last month it will conduct its third nuclear test to protest toughened sanctions over a December rocket launch that the U.N. called a cover for a banned missile test.

North Korea's politburo vowed to continue firing "powerful long-range rockets," but a statement by state media Tuesday made no mention of a nuclear test.

North Korea's National Defense Commission said Jan. 23 that the United States was its prime target for a nuclear test and long-range rocket launches. North Korea accuses Washington of leading the push to punish Pyongyang for its December rocket launch.

Last October, a spokesman from the commission told state media that the country had built a missile capable of striking the United States, but did not provide further details. A missile featured in an April 2012 military parade appeared to be an intercontinental ballistic missile, but its authenticity has not been verified by foreign experts.

Report: Menendez emails sought to aid donor's firm

WASHINGTON (AP) ? Emails between Sen. Robert Menendez's office and the Homeland Security Department describe efforts by the New Jersey Democrat in January to thwart any U.S. donations of cargo-screening equipment to the government of the Dominican Republic. Donated equipment could have jeopardized a port security contract benefiting a close Menendez associate and fundraiser.

The emails came six months after Menendez raised concerns about the Dominican government's port security in a Senate hearing with senior officials from the State and Commerce departments. In the hearing and emails, Menendez and his staff did not name the private firm. But a company run by Dr. Salomon Melgen, Menendez's biggest donor, has pushed to secure a lucrative port security contract with the Dominican government.

The emails were disclosed Monday by the New York Times.

Separately, Menendez acknowledged last week that his office had contacted U.S. health agencies in a way that would help Melgen, whose private jet Menendez used for two personal trips to the Dominican Republic. Menendez said he contacted the U.S. Centers for Medicare & Medicaid Services to ask about billing practices and policies. The contacts came during a dispute between CMS and Melgen. The FBI recently searched Melgen's offices.

Menendez has also acknowledged that he flew on Melgen's private plane and failed, initially, to properly pay for the trips. He told reporters he reimbursed some $58,500 from his personal funds. The Senate Ethics Committee is investigating.

The Times quoted emails from an unnamed staffer in Menendez's office to U.S. Customs and Border Protection. The Menendez aide asked whether the U.S. planned to donate cargo-screening equipment to the Dominican government and warned that the use of any U.S.-transferred equipment could be hampered by Dominican officials. The Menendez aide said the "government use of the equipment will be less effective than the outside contractor. My boss is concerned that the C.B.P. equipment will be used for this ulterior motive."

Customs officials assured Menendez's office there were no plans to donate screening equipment.

The "outside contractor" currently selected to provide cargo screening in the Dominican Republic is I.C.S.S.I., a Dominican firm that was partially bought in 2011 by Boarder Support Services, a company based in West Palm Beach, Fla. Corporation records held by the Florida Department of State show Melgen as Boarder's owner.

Last July, at a Senate Foreign Relations Committee hearing, Menendez pressed two U.S. officials about problems between the Dominican government and the unnamed port screening contract. Menendez suggested the government's port security was endangered by its reluctance to deal with the unnamed firm.

The ICSSI firm now partially owned by Melgen signed a contract in 2002 to provide screening throughout the country but the government suspended the deal in 2004 before it went into effect, claiming the contract was too expensive and the bidding was not competitive. Melgen's firm has been trying to reinstate the contract, which is tied up in Dominican courts. The Times has reported the contract could be worth as much as $500 million over 20 years.

The events have engulfed Menendez, 59, just as he assumed the chairmanship of the Senate Foreign Relations Committee, succeeding former Sen. John Kerry, D-Mass., who resigned to become secretary of state.

Melgen has been a friend and political supporter of Menendez's for many years. Last year, Melgen's practice gave $700,000 to Majority PAC, a super political action committee set up to fund Democratic candidates for Senate. Aided by Melgen's donation, the super PAC became the largest outside political committee contributing to Menendez's re-election, spending more than $582,000 on the senator's behalf.

Satellite captures image of giant snow blanket covering Northeast

The aftermath of Saturday's massive snowstorm was spotted from space by NASA's Terra satellite on Sunday (Feb. 10).

The snow started falling Friday when a frigid Arctic air mass from Canada collided over the Northeast with warm, moist air sweeping up from the South. Heavy snow combined with strong winds to create blizzard conditions, with more than 2 feet (0.6 meters) of snow dropped in New York, Connecticut, Massachusetts, New Hampshire, Rhode Island and Maine.

The clouds had mostly cleared when the Moderate Resolution Imaging Spectroradiometer (MODIS) on the Terra satellite snapped the winter wonderland stretching from Pennsylvania to Maine.

As of Sunday, Hamden, Conn., won the prize for the weekend's highest snowfall, with 40 inches (101 cm), Accuweather.com reported. While the total wasn't a record for Hamden, Portland, Maine, was buried in 31.9 inches (81 cm) of flakes, the greatest snowfall ever for the city.

Wind-driven snowdrifts blocked doors and built up sedimentarylike layers on windowsills, according to pictures and video posted online. Gusts over 60 mph (96 km/h) chilled residents from Maine to New York, according to Accuweather.com. In Portland and Westport, Conn., the winds topped more than 80 mph (128 km/h).

Commuters battling the snow won't get much respite, according to the National Weather Service (NWS). The NWS forecasts a much warmer storm system moving through the region today (Feb. 11), with freezing rain.

Editor's note: This story has been updated to reflect that 5.7 inches of snow fell in Allentown, Penn.

Northeast digs out from blizzard, storm brewing in Plains

BOSTON/NEW YORK (Reuters) - The U.S. Northeast started digging itself out of a blizzard that dumped up to 40 inches of snow with hurricane force winds, killing at least nine people and leaving about half a million customers without power.

Airports slowly cranked back to life on Sunday, rare travel bans in Connecticut and Massachusetts were lifted, but roads throughout the region remained treacherous, according to state transportation departments.

As the region recovered, another large winter storm building across the Northern Plains was expected to leave a foot of snow and bring high winds from Colorado to central Minnesota into Monday, the National Weather Service said.

South Dakota was expected to be hardest hit, with winds reaching 50 miles per hour, creating white-out conditions. The storm was expected to reach parts of Nebraska, North Dakota, Wyoming and Wisconsin.

Friday and Saturday's mammoth storm stretched from the Great Lakes to the Atlantic and covered several spots in the Northeast with more than 3 feet of snow. Connecticut, Rhode Island and Massachusetts took the brunt of the blizzard.

Hamden, Connecticut, had 40 inches and nearby Milford 38 inches, the National Weather Service said.

Amtrak said it planned to run a limited service between New York and Boston on Sunday and a regular Sunday schedule from New York to the state capital in Albany.

However, the Massachusetts Bay Transportation Authority, the Rhode Island Public Transit Authority and Connecticut Transit said service would remain suspended Sunday.

Stratford, Connecticut, Mayor John Harkins told WTNH television on Saturday snow had fallen at a rate of 6 inches an hour and even plows were getting stuck.

The storm dropped 31.9 inches of snow on Portland, Maine, breaking a 1979 record, the weather service said. Winds gusted to 83 miles per hour (134 km per hour) at Cuttyhunk, New York, and brought down trees across the region.

The storm contributed to at least five deaths in Connecticut and two each in New York state and Boston, authorities said. A motorist in New Hampshire also died when he went off a road, but authorities said his health may have been a factor in the crash.

The two deaths in Boston were separate incidents of carbon monoxide poisoning in cars, an 11-year-old boy and a man in his early 20s. The boy had climbed into the family car to keep warm while his father cleared snow. The engine was running but the exhaust was blocked, said authorities.

There were also road rescues along the Long Island Expressway from Friday night to Saturday morning, some using snowmobiles. A baby girl was delivered early Saturday by emergency services personnel in Worcester, Massachusetts.

About 5,800 flights were canceled Friday and Saturday, according to Flightaware, a flight tracking service. Boston's Logan International Airport reopened late on Saturday, according to the Federal Aviation Administration.

Bradley International Airport in Windsor Locks, Connecticut, and Long Island MacArthur Airport were both expected to reopen on Sunday morning. Both were closed on Saturday.

By early Sunday, utility companies were reporting roughly 500,000 customers still without electricity across the nine state region after the wet heavy snow brought down tree branches and power lines. About 277,000 were in Massachusetts.

By Jenna Mullins, E! Online

Chris Brown totaled his car on Saturday.

This has not been a good week for Chris Brown. The 23-year-old singer was involved in a car crash Saturday afternoon and totaled his vehicle, but escaped uninjured, E! News confirms with the Beverly Hills Police Department. He was alone in the car. Brown told officers on the scene he was being chased by paparazzi before the accident.?

The singer's rep tells E! News, "Chris Brown was in a car accident this afternoon after being ruthlessly pursued by paparazzi. He was in his vehicle by himself headed to the Debbie Allen Dance Academy for a Symphonic Love Foundation event when two vehicles cut him off."?

More from E: Chris Brown and Rihanna reunite at recording studio after his probation hearing drama?

"The occupants jumped out, with cameras, and aggressively approached his vehicle," the rep continues. "In an effort to remove himself from the situation, he began to back down an alley at which point his was cut off by two additional vehicles. Chris' vehicle was totaled due to this aggressive pursuit by the paparazzi. He is OK."?

The car crash is a fitting end to a troubled week for Brown. On Wednesday, he took to his Instagram to vent after more legal troubles emerged earlier this week. The Los Angeles District Attorney is moving to modify the singer's probation, alleging the star failed to provide "credible, competent or verifiable evidence" that he completed his court-ordered community service.?

More from E: Chris Brown's album slapped with a warning sticker that says "This man beats women"?

"I'm wise I can handle the hate but enough is enough yo!! I'm a human being and I honestly think I deserve respect. I'm sick of being accused," Brown wrote. "Just when everything seems to be going good, some new s--- happens. A day in my shoes is a day in hell, believe it or not!"?

No word on whether Brown will be pressing charges.?

French PM says no current plan for Peugeot stake

GRENOBLE, France (Reuters) - France's Socialist government said it would do whatever it took to keep ailing carmaker PSA Peugeot Citroen afloat though the prime minister said the state had no current plan to buy a stake.

The comments came a day after Peugeot, suffering falling sales in a depressed European car market, highlighted the scale of its woes by taking a 4.1 billion euro ($5.5 billion) write-down on its plants and other automotive assets.

The future of Peugeot - maker of everything from the presidential limousine to the white vans favored by small businesses - is sensitive given its status as a flagship of French industry, accounting for two-thirds of car production at a time when the jobless rate is at a multiyear high.

"Regarding the purchase of a stake in this company, it is not on the agenda because PSA is not asking for it," Prime Minister Ayrault told reporters in Grenoble, southeast France, where he was giving a speech on pension reforms.

"We do have a tool, the FSI (France's sovereign-wealth fund), which can if necessary take a stake. But today this question is not being looked at," Ayrault said.

A spokesman for the FSI said the organization is not working on any plan to invest in Peugeot. Peugeot declined comment.

Although the write-down was a non-cash accounting item that does not affect Peugeot's liquidity or solvency, it reflected Europe's worsening market outlook and prompted speculation the state might intervene.

Earlier, Budget Minister Jerome Cahuzac said in a TV interview France might consider investing in Peugeot. "It's possible," Cahuzac told BFM Television. "This company must not and cannot disappear and we must do what it takes for this company to survive."

Yet a source in the finance ministry played down Cahuzac's comments, saying the priority for Peugeot was to pursue its recovery plan and strengthen its alliance with General Motors .

Peugeot shares lost most of their early gains and were up 0.8 percent at 5.92 euros by 1300 GMT, not far from a more than 20-year low of 4.32 euros set at the end of last year.

"The writedowns reflect Peugeot's difficulties, namely that it concentrated too much on growing in Europe and ended up missing out on international growth and alliances," said Harry Wolhandler, chief executive of Amilton Asset Management.

"We're staying away from the stock for now."

PESSIMISTIC OUTLOOK

Peugeot could have other fundraising options before it has to resort to state help. It could sell its stake in parts maker Faurecia or even its financing arm Banque PSA, but such disposals would do little to address the group's underlying problems.

Unlike domestic rival Renault , the French state has no holding in Peugeot. France nationalized Renault after World War Two and still holds a 15 percent stake. Peugeot remained private and is 25 percent owned by the Peugeot family.

Peugeot is one of the companies worst hit by Europe's protracted sales slump. It is cutting 8,000 jobs and closing a factory to stem losses approaching 200 million euros a month. The company has pledged to return to breakeven late in 2014.

The Peugeot group has already had one big helping hand from the government, in the form of a 7 billion euro loan guarantee agreed late last year for Banque PSA, which is still awaiting EU approval.

Traders and analysts said the impact of the write-down was offset by the fact it was a non-cash charge and by speculation the state could support the company's capital base.

"The (write-down) measure will not hit cash flows, nor will it affect liquidity or solvency," a Paris-based trader said. "It does however show that the outlook for a recovery in the European market is more pessimistic than it was six months ago."

The CGT union said the government's job was not to come to the rescue of Peugeot's shareholders but to support employees' demands to keep all plants open and to give guarantees on jobs.

The Paris-based company said the write-down did not affect plans to reduce cash burn by half this year or its earlier forecast that net debt would be cut to 3 billion euros for the end of 2012.
